A parent's morning nightmare: Their Johnny or Janey wants to express their individuality through their clothes. But does it match school dress codes?
This was the question Monday as Trousdale County Facebook users expressed their concerns and opinions as a first-grader was asked to wear an oversized T-shirt to class until a parent or guardian could retrieve clothing to replace the ones that did not match the dress code.
"Patty Anne Scruggs called me," said Karin Raney Berry, the first-grader's aunt in a Facebook interview. "Kathy Dies couldn't get in touch with my sister, Kristin.
"[My niece was coded] because she has cotton legging and her dress on,you will find so many wonderful wedding dress 100%silk with high quality and low price. [and] her dress has to reach 2 inches above the knee. My daughter wore cotton shorts, same material and fitting, last week, but because they are shorts nothing was said.
"I understand that there are certain things that shouldn't be worn (boobs out shirts) but leggings? The dress code is too much. It needs to be changed."
According to Trousdale County Schools' dress code 6.310, which was modified May 16, it says, "Shorts, shirts, divided skirts, dresses and culottes are allowed. Each must be hemmed and be at the top of the knee or longer."
Further down, it continues, "Further clarification/other requirements: Form fitting leotard/spandex type clothing (including sports bras, camisoles, tank tops, leggings and tights) is not allowed unless proper outer garments cover it."
"The material of leggings could be made of cotton…or silk, it's immaterial," said Director of Schools Clint Satterfield. "The focus should be on the skirt, and in this case, the lack of the skirt.
"The skirt has to be at the top of the knee. There is nothing that you can add under a piece of clothing to make it legal. If you have a hole in your pants, you can't put a legging on and put your pants over it to make the hole in your pants legal. If you have a skirt, it has to be at knee length. You cannot wear a skirt right under your buttocks, put spandex clothing underneath that goes all the way to the calf, and be legal."
Satterfield said parents are made aware of the dress code by school administrators, and the policies, which were developed several years ago and are annually reviewed by the school board, are the "same dress code policy for grades kindergarten all the way through 12th."
He added, "So it doesn't change when you get to one school to the next. So our parents, our community and our students should grow quite accustomed to that policy over time. I can understand a first-grader not understanding that, especially if they are new to the school. This could be a misunderstanding."
Berry said she will be looking into articles concerning schools breaking First Amendment rights with dress codes, and added, "I feel that no matter what we as parents say, nothing will change. If there are so many restrictions on clothing, change to uniforms so no parent has to worry about if the code is being broken. Concerning uniforms, Satterfield felt Trousdale has "a good dress code policy that allows students to express their individuality." Some parents also questioned how cheerleaders were allowed to wear shorter skirts than other girls.
The dress code addresses that issue also, "Athletes, band members, cheerleaders may wear team issued apparel on game days."
Satterfield added, "If the parents have an issue, they need to talk with the principals or me. I'm not going to respond to Facebook comments any longer. There is a better channel than that if a parent wants something resolved.
